Yes you can join. The first two years are known as base module and you need a qualifying cgpa to go to the next module, which is diploma module after you get the qualifying cgpa for the diploma module you can get into the degree module which is of two years. In case you don't qualify to the diploma module, you will get a certificate of base module which is equivalent to ITI. If you don't qualify for degree module, you will get a diploma.
