• You can give this exam in between these years in your life but UPSC conducts this exam strong2 times/strong a year.So that leaves you with around 5-6 attempts.But for joining NDA you must have 12th certificate with you ,So that depends on the month and year in which you are born and the age at the time of your 12th.
