NO. To get admission in IITs you Need to clear the cut-off for JEE Mains. Once you clear the cut-off then you are eligible to write JEE Advanced. Depending upon your score in JEE Advanced you will get admission in IITs.
Through JEE Mains you can apply for NITs, Regional Engineering College etc.
