Water potential is the measure of potential i.e. energy of water molecules . Addition of solute always decreses this energy. Thus pure water which has zero solute has maximum potential energyi.e. water potential. Thus we give zero to pure water and less than zero i.e. negative to water having solute

The water potential of pure water in an open container is zero because there is no solute and the pressure in the container is zero. Adding solute lowers the water potential...Water potential is always negative, water being pure has a potential of zero as it can diffuse the easiest. The higher the concentration the more negative the water potential.
